The article discusses the legal, socio-economic, as well as cultural prerequisites and consequences of the adoption of Federal Law No. 145-FZ dated April 24, 2020, which approved restrictions on the retail sale of alcohol in the premises of an apartment building and in the adjacent territory. A contradiction was revealed between the tasks of housing and communal reform in Russia, the norms of housing legislation and the provisions of 145-FZ. It is concluded that the consequences will affect not only residents of apartment buildings, but also all industry participants - manufacturers, sellers and primarily low-alcohol products consumers (in particular craft beer) as well as beer tourists.
